In improving the welfare of army officers which has also become the Ministry Of Defense priority in 2010, the government has increased the daily incentives. The special incentives that were set on july 2010, are also available and will be distributed periodically. The work of the ministry of defnese itself is monitored by the president’s working unit for monitoring and development management, or ukp4. Aside from its achievements, the minister also admitted that there are some targets that had not yet been achieved this year by the ministry, such as providing more homes for army personnel.

Lemhanas, Imporvement Strategy On Regional Development

The index in the development of human resources in indonesia, is still low compared to other countries in the world, and indonesia is ranked 111 out of 182 countries.  Lemhanas said that one reason causing development to move slowly is the strong dependance of regions on funding from the central government.

Regional funding is not enough to cover all regional expenses. Because of that, many regional developments are postponed. Therefore, Lemhanas suggests that a grand design for regional government is needed, so that regional officials can speed up regional development transparently.

Lemhanas also suggested the central government  encourage regional administrations to focus on managing their potentials through development policies such as intensive fiscal policies. Aside from that, Lemhanas also reminded the central and regional governments to stop using economic development methods  that do not bring benefits to regions.
